That's absolutely right. The number associated with the User Path is the user count and the number associated with the Actions represents the iteration for that particular user.

From your pic, the first line "Project#0 - Actions#14" represents 1st user of "Project" User path and his 14th iteration in that User path (Project).
The third line "Conflict#4 - Actions#10" represents 5th user of "Conflict" user path and his 10th iteration in Conflict user path.
