NeoLoad records all the browser interactions since it's configured as proxy in your browser. So if nothing is recorded for that new tab then it's most likely that no requests is issued by the browser or it is not going through the proxy but it will be weird.

I suggest you to open the browser developer console when this tab is opened and check in the network area if the browser is sending any requests when you interact with that new tab.
