Load Testing of servers hosted in cloud

We need to do a load test of the Application and its servers are hosted in Cloud. Is it possible to do through On-premise Controller and Load generator (Standard License type)

Yes as long as your load generators have Internet access you can test any applications hosted on the Cloud or reachable on the Internet.
