I would like to understand the process of procuring NeoLoad license and the duration of the same. Also, please let me know on how long will it take to activate once licensed in obtained.
Once the license is entered in NeoLoad, it asks to activate it. A wizard assists you and offers two choices:
if you have access to internet: online activation, it's immediate.
if you don't have access to internet, it generates an activation request that must submitted to a web Form on Neotys website from a desktop that has access to internet. It immediately returns an activated key to enter in NeoLoad.

Do you mean launch as in run the test? you can use the NeoloadCmd and the necessary arguments

I thought that activated license was locked with machine fingerprint.
It can done with docker volume, good to know.
