It's technically possible to install NeoLoad on Oracle Virtual machine but you need to be careful regarding the resources you will allocate to your VM otherwise it might be very slow.

Also, regarding the NeoLoad license, make sure that the network settings won't change for your VM like the MAC address otherwise the license will not work.
