I am running a load test from neoloadweb (saas). The load generator and the controller are on local VM.

Is there a firewall rule to add to establish the connection between neoloadweb and the controller?

The issue is not between NeoLoad Web and your controller but between your controller and your local LG. When you setup the load generator to register to NeoLoad Web you need to provide a port which is by default 7100. The issue seems to be an issue to connect locally to that port.
