I was not able to reproduce your issue. This error is a generic error, it could be due to a client certificate, wrong SSL protocol, or SNI issue.
The best would be to manually create that server/URL in NeoLoad and run a check virtual user. Normally you should get a Network-01 error with a specific error detail that should lead us to the root cause.
