Since your firewall is off (make sure you do not have any anti-virus with firewall on) then you should check if the "Remote registry" service is started in the Windows services.

Now since your remote monitoring agents are installed on the servers you would like to monitor, when you configure your monitor on the controller side, have you tried to use as "hostname" "localhost" instead of the IP of your target machine?
